In a world where public service is often overshadowed by scandals and corruption, it is a breath of fresh air to hear about outstanding individuals who go above and beyond in their line of work.

The Civil Service Commission (CSC) has recognized five women for their exceptional contributions to government service through the Dangal ng Bayan award. Adeline P. Baarde, Georgina M. Bulasa, Thea Maria Rica S. Del Rosario, Rizalina R. Nacpil, and Dr. Annie Claire B. Pekas were all awarded the prestigious award during the CSC’s Search for Outstanding Government Workers.

The Dangal ng Bayan award is a coveted recognition given to public officials and employees who consistently demonstrate exemplary ethical behavior based on the eight norms of conduct outlined in the Code of Conduct and Ethical Standards for Public Officials and Employees.

Baarde, a State Auditor IV at the Commission on Audit, was awarded for her exceptional work in auditing the accounts of local government units. Thanks to her efforts, the government was able to recover more than PHP8 million from implementing COA Decisions and Notices of Suspensions.

Bulasa, a Social Welfare Officer III at the Department of Social Welfare and Development (DSWD) Field Office VIII, was recognized for her dedicated work with children in conflict with the law. She provides intensive individual and group therapy sessions, assists in attending court hearings, submits progress reports, and testifies before the court to facilitate the discharge of the children from rehabilitation.

Del Rosario, an Administrative Assistant II at DSWD Regional Office III, was honored for her contribution in improving the organizational performance of DSWD Region III. She led the standardization of membership, hospitalization, burial benefits, and savings withdrawal processes, as well as the digitization of members’ records for ease of access and development of payment record bookkeeping for easier computation of claims.

Nacpil, a Teacher III at San Manuel Elementary School, was recognized for her exemplary conduct and advocacies that resulted in decreased malnutrition, reduced student absenteeism, and a significant cut in school drop-out rate. She has also been instrumental in providing sustainable livelihood through various initiatives in her community.

Finally, Dr. Pekas, a Medical Specialist III at Luis Hora Memorial Regional Hospital, was credited for her efforts in establishing various units at the hospital, including the Ambulatory Surgery Unit, Physical Rehabilitation Center, and Endoscopy Tower. She is also one of the founders of the Emergency Responder 26, a volunteer rescue group composed of individuals from government agencies in Mountain Province.

“It is a great honor for the Civil Service Commission to pay tribute to women who not only excel and remain faithful in performing their duties but also continue to serve beyond what is expected to improve the lives of their fellow Filipinos. Truly, they are our modern-day heroes,” said CSC Chairperson Karlo Nograles.

All awardees, including five male recipients of the Dangal ng Bayan award, received a trophy designed by National Artist for Sculpture Napoleon V. Abueva, a gold-gilded medallion crafted by the Bangko Sentral ng Pilipinas, and a cash prize of PHP200,000.

The CSC’s recognition of these outstanding women serves as an inspiration to other public officials and employees to strive for excellence in their respective fields.

The awardees have demonstrated their unwavering commitment to public service, and their contributions have positively impacted the lives of many Filipinos. They are true heroes in their own right, and the country is lucky to have them serving in government.
