The President’s State of the Nation Address is traditionally held on the fourth Monday of July, at exactly 4 p.m. An hour since its slated start, President Rodrigo Duterte has yet to deliver his speech.
In the interim, an ouster of House Speaker Pantaleon Alvarez took place, followed by the oath-taking of Pampanga 2nd District Representative and former President Gloria Macapagal-Arroyo.
