Last night—Sunday midnight—President Rodrigo Duterte addressed the nation in a speech responding to the medical community’s call for the reimposition of enhanced community quarantine in Metro Manila.

A few plans he laid out with the help of his cabinet include—apart from putting back Metro Manila and nearby provinces under modified ECQ—recruiting more doctors and nurses, giving a stipend of up to P15,000 for afflicted frontliners, and training police officers and nurses willing to be deployed in a big auditorium with “masarap na pancit” as merienda.
