With the rising number of motorists on the road despite the enhanced community quarantine, the Philippine National Police (PNP) reminded the public of the guidelines regarding exemptions from the quarantine. This is in line with the Authorized Persons Outside of Residence (APOR) policy, which states that only employees involved in basic services, daily essentials, utilities and essential goods are allowed outside.

Employees who work in basic services include those in the medical field, such as doctors and medical professionals, private caregivers, Department of Health officials and staff members, core staff members from the World Health Organization’s country and regional offices and staff members with Red Cross IDs.

Basic services also include emergency responders, which are the Bureau of Fire Protection, National Disaster Risk Reduction and Management Council, Department of Social Welfare and Development, Barangay Health Emergency Response Team and local government unit officials.

Personnel who are in security services like the PNP, Armed Forces of the Philippines, National Bureau of Investigation, company security guards, barangay officials, law enforcement employees, as well as funeral services are also deemed basic services.

People who help provide daily services, such as employees in banks, groceries, public markets, pharmacies and food chains are considered APORs. Key officials and employees who work in utilities such as telecommunications, water and energy companies as well as sanitation are covered by the policy as well.

Other people covered by the policy include media personnel and the Presidential Communications Operations Office. People who are availing of daily services are also considered APORs, although only one person per household is allowed to be outside. 

Employees who are covered by the APOR need to present either a company-issued or an Inter-Agency Task Force-issued ID to the personnel manning the quarantine checkpoints.
